The private companies represented by EFIEES are key players in advancing energy efficiency across Europe and are directly impacted by the Public Procurement and Concessions Directives, adopted in 2014. At EFIEES, we believe these directives remain highly relevant, providing a comprehensive legal framework and they continue to serve as a solid foundation for efficient and sustainable public procurement.
Moreover, the recently revised Energy Efficiency Directive also includes some new provisions on public procurement. Their effective implementation is now one of the main challenges related to this topic. In our answer to the public consultation on public procurement and concession directives, opened by the Commission in early 2025, we call for dedicated practical guidance to ensure that public procurement fully integrate EED energy efficiency criteria.
Looking ahead, the European Commission’s recently adopted Clean Industrial Deal includes plans to propose new measures in 2026 to strengthen public procurement and concessions as key drivers of a sustainable and resilient EU economy. EFIEES stands ready to contribute to in-depth consultations, particularly if energy efficiency becomes a focal point of this initiative.
